The goal of a Justice of the Peace is to give equal access to the institution of marriage in the eyes of the law regardless of religion, race, gender, nationality, or creed, but too many couples are excluded by the lack of Justices able to accommodate rituals to formalize the ceremony within their community or tradition.  The lack of accommodation may embarrass couples if the ceremony fails to adhere to tradition or rituals, resulting in questions about the integrity of the marriage even.
